Okay - this is the Tour that VP told me about and said is good for very small children. Promised to share it, so here it is!
Discover The Magic Tour

"A fun-filled family adventure through the home of your favorite Disney characters, the original Magic Kingdom."
"Discover the Magic" of Disneyland® Park on a fun-filled, high-energy experience for kids and kids at heart! Throughout the 2.5-hour interactive experience you'll follow musical clues to solve mysteries, hunt for hidden treasure, outsmart tricky Villains and help save the day! This unique guided tour experience is designed for the entire family. This tour is a unique, interactive experience that immerses the Guests in the fantasy and adventure of Disney. True to the spirit of Disneyland®, the tour provides an opportunity for parents and children to have fun together.

Details:
Tours depart at 10 am Friday, Saturday and Sundays
Tour length: 2.5 hours.
Recommended for families with children ages 3-9.
Strollers are not recommended.
Each Guest receives a frozen treat and a special souvenir gift.
Pricing and restrictions:
There is a two (2) ticket minimum to book the "Discover The Magic" tour.
The first 2 tickets are sold at $59 each (adult or child) and each additional "add on" ticket is $49. To receive additional tickets at the discounted price they must purchased all during the same transaction. We're offering this pricing as an incentive to encourage whole families to book and experience the tour together, but exceptions can be made.
Disney VISA and AP discount. First two tickets are sold at $47.20 each (adult or child) and each additional "add on" tickets is $39.20. To receive additional tickets at the discounted price they must purchased all during the same transaction.
There is no maximum to the number of tickets that can be purchased at one time.
Group size is 20 per tour. For oversized parties, birthdays, etc., check with the Resort Tour Services office (8432-2299) for accommodations, or ask your Lead for assistance.
Children under the age of 18 must be accompanied by an adult during the tour.
All tours are subject to availability.

All tours accommodate wheelchairs and strollers.
All tour Guests three and older must purchase a tour ticket in addition to a park admission ticket
All attractions, shows, and experiences are subject to availability
