Discount meal ticket?

While at WDW last Dec. a CM told my husband and I about a "ticket" you could purchase for around $50 that would give you discounts on your meals while in WDW. Has anyone ever heard about this? We were on our last day there so didn't really think it was worth it and didn't give it a second thought until now.
 
It sounds like the CM may have been thinking of Disney's Dining Experience. For $55 (DC/AP price) or $60 (regular), you get a card that gives you a 20% discount on meals for a year at most WDW restaurants. However, DDE is a program for Florida residents. Proof of residency is required to purcase and use the card. There is more info on WDWIG if you need it:
