They do make "instant FP". You put the card in the machine and the FP that comes out is valid immediately. I wouldn't be looking for a FP that says you can ride 'Soarin' between 6:15p-7:15p. Because, as you said, they don't know when it will reopen.
The big issue is still the problem that a CM shouldn't be thinking about things like how to compensate guests for the time spent waiting in line at the moment that they are evacuating. What they should be thinking about is looking to make sure everyone is leaving. Knowing that all areas are cleared being sure little kids are still with their families.
I agree it would have been best if guest relations gave a fast pass after the fact. I also agree that "You all must leave" at least until they realize the WHOLE building is being evacuated would have me wondering why. I agree that people would like an explanation but I do know why they wouldn't want to yell "There is smoke in the building everyone needs to leave." because well if you think there is a stampede now for rides imagine how that would go...
I understand the OP being disappointed but do want to point out that logistically what Disney did was right. Really safety has to come before making everyone perfectly happy.
When the problem was fixed all you had to do was go get back in line again.
