If I purchase direct points for CC, can they be used at Riviera?

All direct points, no matter the resort, are valid at all DVC resorts.

If you own other points, or buy resale points, those will not be good at RIV or future resorts, even if you also own direct points.

The only resale points good at RIV are RIV

Adding to @Sandisw's post -

If you purchased resale points prior to January 19, 2019, those points are eligible to book RIV at 7 months. This is from the Members' website:

• Effective January 19, 2019, Disney Vacation Club Members who do not acquire their real estate interest directly from the developer will not be able to make Vacation Point reservations at some or all non-Home Resorts.
