Do I need to off purchased tickets for the theme park at the time of booking the hotel to get the dinning plan added on ?

That's not true.

You can call and book (or change) your reservation as a "ticketless package" which includes the room and dining without tickets. You cannot book it online.

Package payment rules apply ($200 deposit; 45-day paid-in-full deadline). "Free" dining promotions require specific ticket purchases. Make sure you do the math; the dining plan is rarely worth it if you have to pay for it. The more children (ages 3 to 9), the more economical it becomes.

Free dining packages do require that specific tickets be purchased, park hopper for example. It depends on the promotion details.

Yes, even if you purchased from Disney, you'll still need to purchase tickets again for a FREE dining promo.

Right now, no one knows what is going to happen with free dining. The most recent (just today) includes only ONE QS meal, and it is only for values. This is for the late spring/summer 2016. IF traditional free dining still happens for the fall of 2016, then your chances of free dining 2017 go up. However, the past few years, free dining has only been in the fall with lots of black out dates. Fall free dining is usually announced in April of the same year. I'm not sure when 2017 packages will come out, but it has to be before the 180 day mark, so by April/May, you should start to see 2017 prices/packages.
