Dining/ticket package for outside hotels

Did I see a post on here about disney offering dining and ticket packages to non disney resort hotels ? Or did I dream that?

Dining plan is only available to onsite guests. Swan and Dolphin are not offered that perk even though they get EMH. As for ticket "Packages" some off-site hotels may sell tickets a slight discount.

There was discussion of a ticketless package with dining for ON site guests being tested, but not off.

I've never understood the rationale of not offering the dining plan to offsite guests. If people are willing to pay for it why not let them? We would in a heartbeat.

Disney is under the mistaken impression that the Dining Plan is a good deal. So they tout that as another perk to get people to stay on site.
