Budget trip and DLP rarely go hand in hand but I do want to do one nice dinner during our stay. At what point can I making an ADR and what is the number to call? I have skype and like to pretend I am in the UK to get the English speaking person.

No need to pretend. I always call the international number and press 2 for English speaking person. And when they hear you speak english, they will speak English too. You can make your reservations 60 days ahead. I used this number +33 1 60 30 40 50
