If you book a resort through southwest can you still purchase a dining plan?

No.

It has to be booked thru the Walt Disney Travel company as a package.

Only if you book a package. After you pick your airfare, look on right side of page, it says "change add-ons". Just make sure you pick your park tickets, go back again to "change add ons ", and THEN you can pick the dining plan! hope this helps. Ive booked this way MANY trips.

Southwest operates as a travel agent, not a third party broker. So yes, you can book a package through them. You need to book a room plus tickets package to get a dining plan.
