I have a seasonal pass and just bought the dining plan. I had to buy a 1-day ticket for all of us, but when it's time to renew our passes I can turn in the unused tickets and they will be prorated against new seasonal passes.
So to answer your question - yes you can, but you must still buy at least a 1-day ticket to get the dining plan.
If you have an AP, you can get a DDE card.. Disney Dining Experience. It is good for 20% off your total bill at almost every restaurant. The cost is $50. Doing the math, once you have spend $250, you have paid for it. It is good for a year after purchase.. or 13 months if the timing is right.

I guess you'd have to stay at a WDW resort to do that. We're DVC members and are using points in November. I'm guessing that even if we go a day early and stay at PC, we could only get the dining plan for that one day, not the entire week we're staying - right?

Right, the dining plan is tied to the number of nights of hotel. We didn't need 5 days of dining plan, so I booked a 1 night reservation and then a 4 night reservation w/dining plan.
