Dining Plan reservations w/o resort reservation?

Right now we are about 90% certain we are going in December, depends if we save enough money.. My biggest concern as of now is we won't be able to get the ADR's we prefer if we wait much longer.. Can we make dining plan ADR's without having a resort reservation?

Sure you can .. like people from off site can make them or Orlando locals. Just to sure to cancel them if you decide not to go, please.

You can make ADRs, sure, but you can't get the dining plan if you're not staying in a Disney resort on a package.

The only difference is timing. Everyone can make ADRs 180 days prior to the date of the meal. Resort guests can also make ADRs for the first 10 days of their trip 180 days prior to the date they check-in. It's a pretty small advantage.
