Dining plan question

My family and I will be traveling to Disney in August. We are staying at the Pop and there are 14 of us going. My sister was able to get a room discount because her husband's cousin is a cast member. She has not purchased tickets yet. She said that she was also able to purchase the dining plan. I'm confused however, because I thought that you needed to purchase a myw package to get the dining plan. Would she have been able to purchase the dining plan without purchasing tickets?

There are some instances where yu do not have to purchase a package to get the dining plan. For example, DVC members staying on points. I do not know the rules for CM Room discounts, but I'm sure someone will come along who does.

The dining plan is sometimes made available to cast members under special circumstances (exemption from the package with tickets booking requirement).

There are a couple of categories of guests who can book ticketless packages: annual passholders and those eligible for the military room discount.
