Dining Plan Available at Swan/Dolphin?

Does anyone know if the Dining Plan is available when staying at the Swan/Dolphin?

I'm planning next year's trip already!!!!!!

Since the Swan and Dolphin are not Disney-owned resorts, I'm pretty sure the dining plan is not available to their guests. Neither is Magical Express.
