I know that the dining plan wouldnt cover extras like wine classes (or wine at all really) but what about the extra foods that show up at the food and wine festival - are they covered under the dining plan at all?
The only special food and wine items covered by dining plan credits are the food and non-alcoholic beverage items at the World Showcase tasting kiosks. Alcoholic beverages are not covered. They take snack credits, they don't take CS or TS credits.
I believe the general rule of thumb is that if a product is under $4, it can be paid for with a snack credit. However, I would verify with the vendor first.
For the past few years the "general rule" has not applied regarding the food and wine festival. The snack credits have been redeemable for ANY food or non-alcoholic beverage item, regardless of the cost of the item.

I'm dying to see this confirmed for this year. Anyone out there seen the menu boards yet? We are leaving today, and F&W on Friday will be our last day at the parks. I am planning on saving up 25 credits to use there, but if for some reason this has changes, I will have wasted a ton of credits.
On the other hand, if you look at the Japan F&W booth, that they have been using for a temp food location due to a refurb, they have DDP snack logos on all the food. So maybe that is the answer, and I just won't believe it until I hear it from someone else.
