Dining "pass"

I know they offer a shopping pass for about an hour with your held credit card number, but would they do that same thing for a meal?

My dad has seen all of our pics from the past 2 days and I know he would love to "have a moment" with his granddaughter like the ones we have been having and since he is dropping us off at the MK for our CP ADR, would he be allowed to come in and have breakfast then show his receipt and leave within that hour time? I know our other options (hotel meal, visiting DTD for other type of magic), but wondering if Disney has ever or would do this?
 
I don't think they still do the shopping pass, and I know they will not allow a dining pass to eat at a restaurant inside a park without using admission.

If the character breakfast was at the Contemporary, Polynesian, Grand Floridian or Beach Club, those places don't require admission.
 
I'm pretty sure on Disney's website, under the listings and maybe here on the DIS it does say that park restaurants require park admission. I know the amusement park I worked at here at home we require everyone who enters the park (even if they are just observing) to pay for a ticket. Here in New Jersey is actually for insurance purposes. I'm not sure how it is in Florida. And there was no way for us to track the guest once they entered the park.
 
Every time in the past few years I have booked a meal at a restaurant in a park, I have been told that theme park admission is required. Eating at the restaurants is a perk to purchasing a park ticket. (Also, a pass for an hour might not be sufficient for a meal at Crystal Palace -- that is one of the place that we have always waited over ten minutes to be seated, even with an ADR.)
 

1) Shopping passes are still allowed
. . . must leave a credit card imprint for a full-park admission
. . . must identify EXACT store
. . . must identify EXACT item(s) to purchase
. . . must show recipe and items to prove task
. . . WDW gets additional sales revenue
2) There is no such for eating
. . . part of park revenue is admission for eats
. . . there is no way to determine if you are doing anything else
. . . there is no added gain for WDW, as most eateries are already busy

NOTE: Florida residents can purchase and annual pass for Epcot to enter after 4:00pm, for relatively low dollars. Obviously, the purpose is for eating.
