You can make ADR even if you are not staying at Disney World.

Anyone can make ADRs 180 days out.

If you are staying onsite you can make ADRs for your entire trip (up to 10 days) on the day that is 180 days from the date you check in. If you do not have an onsite room confirmation number and you want to make reservations as soon as you can, you have to call each day that is 180 days from the day you want the reservation (or book online).

You do not need to be on a dining plan at all to make restaurant reservations. The dining plan is really nothing but an alternate means of paying for food.

You can also do your ADR's online via disney website. If you are on the 180 day mark you just need to put in your DVC confirmation number to book out the next 10 days. I used it for our June trip and it was really quite easy. You get to see the available times and restaurants based on your searches.

thanks for all your replies. I knew you didn't need to be on the DDP to make adrs 180 days out, but I thought you needed to be staying onsite. I wasn't sure about DVC.

It's exactly the same for everyone, DVC or not, onsite or not, within 180 days.

DVC reservations can get 180 + 10 booking (on the day that is 180 days from the first day of your trip, you can book restaurant reservations for that day and up to 10 days after that) by phone or online. If you are renting points from a friend you would have to get your friend to give you the reservation confirmation number. You can't trigger 180 + 10 without a confirmation number.
