Digital camera recommendations?

Looking to get a new digital camera. Currently have a Canon Powershot A95 from a few years ago. While it takes some really nice photos, I have not been happy overall with the camera for these reasons: slow to actually take a picture(I miss everything), terrible pictures in low light, terrible pictures with moving subjects, and it is rather bulky.
My ideal would be a digital that:
Produces great photos in all different lights
Compact
Fast

Any suggestions? Would like to keep the price under $400.
