Different price for package, free dining not free?

Ok so I have a trip package saved to an itinerary on the Disney website through WDW travel, and the price for 7 nights at a value resort and with 7 day passes for 2 adults is $1234.62, now when I click on the special offers and free dining the same dates and the same resort in the same room is quoted at 1325.52. Why is there a price difference in the rooms or tickets. It won't itemize the room rates out per night and it doesn't break down the ticket costs either. Priced separately for the same dates (room only) + (12.5 room tax) + (ticket only) = 1197.92
Sat, Sep 24 $ 95.00
Sun, Sep 25 $ 85.00
Mon, Sep 26 $ 85.00
Tue, Sep 27 $ 85.00
Wed, Sep 28 $ 85.00
Thu, Sep 29 $ 85.00
Fri, Sep 30 $ 105.00
2 adults 7 day ticket 7 Day Ticket $494.00

So, now I wonder why the same room and the same ticket are priced differently on the same nights under the regular reservation system and under special offers they are priced higher? Can I book the cheaper one and still get free dining? Something's just not adding up here and there is no itemization so you can see the breakdown on the packages.
Ideas, thoughts? I'm sure there is a reason and I thought of room tax, so what am I missing?

You must pay $90.90 for a memory book voucher in order to get this free dining deal. No way around it. It is part of the deal.

Yes when you get your conformation the package is called memories package with free dining. So the price diffrence is the 90.90 which includes the shipping of the book. Still a great deal IMO.

The difference in prices is with the "free dining offer" you now have to purchase the memories package which means you have to purchase a memories photo album which costs around $100. That is why the package price is higher but it is still a better value for you because the 1325.52 price includes the dining plan but the 1234.62 price does not.

You've got the wrong price for the tickets. Two 7 day MYW tickets cost $526.12 with tax. Also, which value resort are you referring to? The AS resorts will have 13% tax, not 12.5%.

$625*1.13+526.12=$1232.37 This is your room price with tickets which is pretty close to what you posted as being quoted by Disney. You were using wrong numbers when trying to compare components to Disney's quote. Obviously I must have a slight mistake in my tax amount either for the room or tickets but I'm only off from Disney's quote to you by $2.25.

As everybody else has said, the free dining deal is more than this because of the photo book.

Ah I see, the memories book. Well, that explains the price difference. I knew I was missing something. As far as the cost of the 7 day tickets that was from WDW travel I got a quote and copied and pasted it so that was the amount they posted. Odd though as I can find the tickets for purchase several ways (ticket only, room and tickets, room and tickets and more, and the prices vary for the same 7 day pass all on WDW travel website. I may have calculated the room tax wrong, but the error should be marginal I got the 12.5 % figure for room tax from mousesavers.com for Pop Century, it had a different rate for All Stars because All Stars are located in a different county? Anyway, it's still a great deal I just wondered why I couldn't add it up and get the same numbers. They didn't make us get the photo book last year. Thanks for the answers!

The ticket price you see quoted all over the place is pre-tax. Mousesavers is where I got my ticket price since they show the price with tax. I don't know the tax rate for them so I just use what they post.

Yes, the AS resorts are in a different county than Pop. You're right, that part is negligible. It think it's maybe 3 or 4 dollars max.
