Difference between Regular ADR and Eat to the Beat ADR?

I tried to book a PPO ADR for Garden Grill. They had nothing available for 2 but they did for 4. I booked an ETTB breakfast for 4 but it wouldn't let me change the ADR to 2, where the regular ADR will allow me to do this. Is there an additional charge for ETTB tickets? Does the package cost more than the regular breakfast?

Im not sure how much Garden Grill is normally but the Eat to the beat package for Garden Grill breakfast is $39 for adults and $23 for kids

Regular price (inc. tax) is approx $32 for adults and $19 for children.
