would it be feasible to do all the other tier 1 attractions at RD before heading to GE. or is heading to GE at RD a must.

Boarding Groups are in effect for RotR today and the wait for MFSR is at least 70 minutes.

Not sure the line to MFSR will get any shorter today. Other days, it was much shorter later in the day.

If you're talking about visiting DHS in the future, it depends on how long they're gonna have the virtual queue setup for ROTR. Of course getting a boarding group for ROTR should take priority which you can do immediately upon entering the park. Then you can rope drop to either Smuggler's Run or Slinky Dog since those two rides will have the longest waits throughout the day.
