If you only make 2 FP+ advance reservations at DHS (1 Tier 1, 1 non Tier 1), once you are in the park and have used those Fast Passes, can you then reserve a FP for an additional Tier 1 attraction ? In this example we would have a FP for TSMM and another Tier 2 attraction. By 12PM both FPs will be used. At that point ( assuming FPs are available) could we then FP the R&R rollercoaster ?
 
No, you have to use all 3 of your allotment before you are exempt from tiering. What you can do is make a third non-tier1 FP for super early and let it expire, then it's counted as "used".
 
I don't believe so. I think all three must be used prior to booking another FP. You could book a throw away FP and allow it to expires.

Thanks for the clarification. I will do just that.
 
You must book the required three FP+,
but when you get to the park, you can
CANCEL the one (or two) that you don't want to use.
Then, as soon as you have used the remaining one (or two,) you can book
ANY FP+ still available.

Using this method, you don't have to wait for any unused FP+ to expire before
you can book another.
