Deluxe Dining Plan & In-Room Dining (Room Service)

If you are using the Deluxe DDP with room service, do you still have to pay the delivery fee of $3 and the service charge? I see the gratuity is included, but I'm wondering if the dining plan will cover everything, or if there will be additional fees. Thanks!!
