Why does Delta have the back rows of seats generally blocked off on most flights? Is this to place those who do not pick thier seats beforehand?

I can't vouch for the correctness of this, but according to Google AI, there are various reasons for this, but one that you can check is that they reserve that section for groups of 3 or more. If you are searching for only 1 or 2 seats, you can try searching for a booking for a bigger group to see if those seats show as available.

Exactly this. Crew rest will never be in the last row. Delta realized a few years ago that it's better to block out the last few rows and assign those with small children there than having to reassign a large number of people, including those that paid for those particular seats, in those situations.
