I haven't stayed at the 2 USF resorts you mentioned, but if you can stretch your budget to Portofino Bay Resort at USF I can very highly reccomend there.

It is a beautiful hotel and the amenities are exceptional. The rooms are all very specious and have wonderful, very large italian bathrooms. The swimming pool is great and the italian fishing village setting works really well. It is close to the 2 Universal Parks and is overall an exceptional hotel, (IMO it is a shame it is not disney!) If you want any more info I would be happy to help.

Since first staying in a USF resort in 2000, we have decided that we will be staying at one Universal Resort on every Florida holiday we take! Front-Of-The-Line access is excellent and really helps to get more done in the Universal parks.

Whatever you choose I am sure you will have a great time!

I know that lots of people have stayed at HRH, so hopefully they will be along soon!

:D Great choice of hotels. We stayed both HRH and AKL this year - and loved every minute.

There have been a couple of negative comments about noise levels at AKL just lately, but I can honestly say we found this place to be tranquil - apart from around the pool, which is understandable. The room we were in - Savannah view - was silent and we didn't experience anyone shouting from their balconies.

The HRH was a great hotel - and I mean great. Hard to choose between AKL and HRH as to which was the best (AKL won in the end).

The room at HRH was spacious and clean - ours had Beatle's memorobilia :).

Have you stayed onsite before? If not, you have to! It's so convenient, better so than Disney. It's literally a 6 minute walk from HRH to the entrance to USF, and another couple mins onto Islands of Adventure. City Walk is just the same and you have the priviledge perks onsite like priority seating in most of the City Walk/HRC restaurants. You can also get the little river boat that takes you to the parks through the hotel's beautiful gardens, but we liked to walk through the gardens to USF.

The HRH pool was - awesome!! We didn't eat in the hotel, so can't comment on the food.

The best perk of all was the FOTL access - your room key card gives you this facility and it's not to be missed. We went on MIB three times in a row using this, Back to the Future twice and most of the other rides use this facility. Made our trip.

Paul Dents posted a long article back in Sept/Oct when he stayed there so might be worth a search to look for that:D
 
We've stayed at HRH twice. It's a great hotel with a lively atmosphere - Rock Music everywhere (and I <i>mean</i> everywhere - they even pipe it underwater!). It's got a very modern 'hip' feeling to it.

When we were staying at HRH in October, we visited the other two Universal hotels. RPH has a totally different feel, as you'd expect - very tranquil and relaxed. Once Emeril's Tchoup Chop has opened at HRH, both will have a good mix of upmarket and everyday restaurants. We ate lunch at RPH - can't remember the name offhand.

PBH has much more to offer in terms of shops and eateries than either HRH or RPH. Of course there's nothing to stop you using the amenities of all three, whichever you choose to stay at.

HRH is the only one of the three within real walking distance of the parks. Whilst you can walk to the others, my guess is you're likely to do it once as a 'nice to do' rather than as a practical option. Having said that, the water taxis do run frequently.
