So my friend will be coming to visit me (from out of country!) December 19, 2008 ~ January 1, 2009 and he REALLY wants to visit Disneyland, but he gets kind of uncomfortable in very overcrowded places.. so I was wondering when the least busiest it will be for this time!

I also heard that Christmas eve and Christmas day isn't so busy... but after doing some research, I only have mixed answers...

I would say before Christmas would be the least busy... between Christmas and New Years is usually a ZOO! I think BB takes PS starting 45 days out.. though I might be wrong on that..
 
Christmas Day is packed! We went a few years ago and the time leading up, we were there Dec 19-26 was fantastic, not too crowded, lots of holiday spirit. Christmas Day forward was just a mob. I wouldn't go again on Christmas Day. :goodvibes
 
You can make BB PS (and all other PS ressies at DLR) 60 days out.

Well I don't know where you heard that, but that is completely false. Out of those dates NONE are going to be not crowded. The "least" crowded will probably be Monday 22nd and Tuesday 23rd. But still I would expect lines for major rides to be around an hour or so, maybe more. However you won't want to go from Christmas Day through the New Year. Lines for major rides reach 2+ hours for some rides and the park is wall to wall packed with people.
 
Depending on how unconfrontable he is with the crowds you may want to avoid it all together, it is going to be very very busy that entire time.
 
I would go as far out before christmas as you can. Christmas day AND Eve will be BEYOND packed.
