We couldn't even pay to upgrade our DDP at check in last year

You can't. It has to be added at least 72 hours prior to check in. It may require being added even further in advance if booking in the UK as they take longer to pass the details through to Disney's CRO.

The check in desks do not have the facility to add this feature, or even to amend it if it is incorrect.
