Yesterday and today, as well in the past, I've been told that the $200 deposit must be made at the time of the reservation for the VISA FD promotion. The public FD promotion has not required this.
I suppose Disney does not want the VISA card holders to tie up the limited number of rooms they make available for FD so there will be ample rooms for the public later. Besides, without using the VISA card to make a deposit, how would they know you are a cardholder?
Call and see if your desired room is available for VISA card holders. If you don't have your card yet book a normal package with a 7 day hold before you need to give a deposit, then call to get it changed to the FD VISA promo if your card comes in tommoroow and give the deposit after you've activated your card.
No guarantee that your chosen resort or room category will still be available for FD, but for one day it's worth a shot. If you don't get the VISA card in time (they always seem to tell you it will be there tomorrow and you get it 5 days later) then call first thing Monday and convert your res to the FD public promotion, subject to room availability of course. The FD promotions have different codes that the regular packages, and may be limited to certain resorts or room categories in certain weeks.
