Best Quick Service in EPCOT?

Your two choices are our top two places. We had Regal Eagle last trip, and it's definitely filling enough for dinner.

I am hoping to get a breakfast reservation at Akershus when my family visits EPCOT in July, which will use my table service meal for the day. So, I'm now looking into which quick service meal might be a good choice later that afternoon. I've heard the best things about Regal Eagle and La Cantina de San Angel, so those are currently the top candidates, but open to other suggestions.

Love cantina de San angel! Never had a bad experience there. Although we usually just snack our way around the world.

Can't really speak to what is 'best' since we haven't eaten everywhere. However, the QS food court in the lower level of the Land is very good. We were vacationing with 2 other families and a food court type setup worked great since everyone can choose the type of food that most appeals to them but then we could all still sit together. Many years ago we have really good fried chicken at the America pavilion in Epcot, but no idea if that is still there.

We never plan where to eat a QS lunch and depends where in a particular park we happen to be when we want lunch. I don't think any QS service place is worth walking to the other side of the park for a meal. Disney has so many different types of cuisine, it also depends on what type of food you are looking for.
