Most if not all buffets include soda, milk, tea, coffee or whatever soft drink in the price. My question is, since the DDP change to include alcohol and specialty drinks with table and quick service meals, can you also get an alcoholic or specialty beverage at no additional charge at a buffet?

Where offered, yes. And generally there may be limits, as with alcohol/wine pours. At Biergarten, it's likely to be a beer, not a beer flight. Or, for instance, at 'Ohana, a Lapu Lapu will come in a glass, not a pineapple.

Buffets generally will have a waiter who will come take your orders for drinks, and yes, you can order almost any beverage. For non-alcoholic, almost every restaurant had a delicious watermelon lemonade with lemon-lime foam on the drink menu. For wine/beer/cocktails, there were a few exceptions, like wine over a certain amount per glass. As above poster mentioned, Biergarten is just one .5L beer, not a full liter or a flight.

Obviously, you don't get free refills on specialty drinks, but they typically would bring us a regular drink that did get refills like lemonade or coffee after the specialty drink if we asked, without any extra charge.

Anyone know if there is a price limit on the drinks?

Not a price limit per se. Each restaurant is deciding what to offer and it does seem that $16 is an average high limit, but there have been exceptions to that. Disney hasn't posted a limit anywhere that I know of, so the $16 is from those who have come back and reported what they've gotten or been told at one restaurant or another.

Anyone know if there is a price limit on the drinks?
Nope. Some signatures allowed wines with a menu price of $21, but restricted other beverages with lower prices. There’s not an established limit, but there are restrictions.

I did the DDP at Boma dinner buffet and we were allowed to order any alcoholic beverage off the menu. All of the other restaurants we went to seemed to have some drinks off limits. Mostly those were beer and wine flights and/or if they had some drink made with some super expensive type of alcohol in it.
