As stated in the DDP each adult is allowed to order an entree and a dessert. Does it apply to California Grill too ? I saw their menu has sushi in seperate section. First course = appertizer right ? I try to find a reason to justify 2 TS credits.

Yes, it's an appetizer. You may, if you wish, order sushi as your DDP entree but you won't be entitled to another entree, and you'd have to decide if you think it's worth two credits. Two of the California Grill sushi dishes, Snake in the Grass and Yoshi's Deluxe Sushi Platter, can only be ordered as entrees by deluxe dining plan guests, so they don't count as appetizers.

Back when you got an appetizer on the regular dining plan I think I had some sort of blowout meal at Artist Point, with the seasonal salmon and everything. Even I thought the plan was worth it back then. Now you have to buy the deluxe plan, which for me is way too much plan.
