DDE - FL resident or AP holder only???

I just called to order a DDE card; I was told it was available only to Florida residents or Annual Passholders only, and that I could not order one. I thought that it was available to anyone now, for $75, is that incorrect? Please let me know if I have been misunderstanding this all along...my BF is going to be so ticked at me for getting this wrong if I did!

No, it hasn't been opened to anyone, it's just available for Florida residents and annual passholders.

The ENTIRE time I've been reading about this, I always read it as 'general membership' (on Deb's website), I took it to mean anyone...
this is the biggest Disney goof I've ever made...so embarrassing
