1~2 people => DCL transfer $$'s are worth it.
4 or more people => A bit more hassle, but one will save some money arranging a private car (Uber, Lyft, etc.) . . . Consider a rental car if there are transportation uses for the vehicle before/after
For a first time Disney cruise with little ones, DCL bus is the only way to do go. They show Disney cruise videos and cartoons, it definite gets everyone excited about the cruise. No one remembers an Uber or rental car, but they will remember the DCL bus.
So if someone was going to stay a few nights at a Disney resort before their cruise they could take the ME to the resort for free then would pay $39 per person to the port and then another $39 per person back to the airport?

Right, so you would just pay for the trip from the resort to the port and then back to the airport, right? Wouldn't be worth that for my family, even though I would love to ride in a DCL bus, lol.

You should have a rental car reservation with whatever company you choose. CAN you show up at a rental car company and try to get a car? Yes. Are you a bloody fool to risk them being out of cars or to charge you a massive walk up rate when you could have made a free reservation? Yes.

There are shuttles to the various rental car offices available just outside the terminal building. The shuttles run about every 20-30 minutes. They just make a continuous loop, so it could be a shorter wait or a bit longer.
