I can't say for sure yes or no, but I would think they still have them.
I will point out, also, you can't buy one until the ship sails. So, if you're planning on getting autographs in the terminal or as soon as you board, you need to bring something along.

Usually it's only Minnie and Mickey (rarely there might be another member of he fab 5) in the terminal, so it's not a major big deal if you don't have an autograph book by then, as there's so many chances to meet and greet them again onboard, that's if you did want a DCL autograph book.
The majority of the meet and geets happen once the shops have opened, while some characters maybe walking around on the first day, there's always 'official' chances to meet them again too.
I'd recommend bringing a nice piece of scrapbook paper or something similar that you can paste into the autograph book when you get it. (But use acid free so it doesn't turn colors over time)

Not that I've seen. I got some from 2013/2014 as well and have been watching DisneyStore.com for it ever since to no avail. I've even looked in every store onboard and on CC when we sailed on the Fantasy last summer and didn't find any. Oddly, the only autograph books they had on the Fantasy and on CC were the blue WDW ones. Maybe they've restocked since summer, 2016, but I haven't sailed since so I don't know. Maybe someone with more recent experience can chime in. I hope they've restocked onboard! I'm looking for them too!
We were on the boat last week but we went to WDW first so we got ours there and had that one but I feel like I saw kids with DCL ones at character meet nd greets BUT when we went to the shops we didn't see them, I would say that day 1 of cruise is when you should look... the last two cruises taught me how fast crap goes in the first two days, amazing... didn't realize how small their stockrooms are, when it's out on the floor it's out and gone
