Any words as to when the refurbishment will be 100% complete on California Adventure? Will that be timed concurrent with the opening of Cars land?

All that is confirmed is Cars Land opens in June. A lot of minor work will be ending in the Spring.

Condor Flats is currently in the Golden State district, along with Grizzly Peak and Pacific Wharf.

Technically you are incorrect.

Golden State currently contains three sublands. Condor Flats, which will remain but be it's own land. Pacific Wharf, which will remain but be it's own land. Grizzly Peak Recreation Area will become known as Grizzly Peak.
