DC Non-Swim Package and Under 6s

DH and I were just looking into DC and saw the non-swim package, which would be great for us as we have DD4 and DS2.

DS will be free as he's a '2-and-under', but can he still do all the same stuff we can, such as swim with the rays in the Grand Reef, the Freshwater Oasis with the otters, etc.?

Been four times and only once did we do dolphin. I think the value is in the remainder of the park.
