Can anyone tell me if East Coast US will be on daylight savings time in September? When does it change?

Daylight savings always confuses me...

Do I have this right, when East Coast Australia is on daylight savings, they are 16hrs behind, when East Coast US is on Daylight savings and Australia is not they are 14hrs behind.

Yes, daylight saving in the US begins 13 March 2011 and does not end until 6 November 2011.
Daylight saving in Australia will begin the first Sunday in October, 2 October 2011.
So during September the US will have it and we will not, and you are correct that as a result east coast USA will be 14 hours behind east coast Australia.
