DAS connection question

I'm currently online - and not sure if I'm even in the line for connection to the DAS system. When I accessed the page, there was a notice that I needed to accept the terms and instructions. I clicked on the link, and have had a "circle of doom" circling around on my screen ever since. I don't want to re-start the process in the event I'm simply in a long line to get to the "real" line... I appreciate any assistance. Thanks
