Ebay, Goodwill. Occassionally GirlScouts.org has sales (national headquarters, has it's own shop). The petals are avaliable on Ebay was well, if the troop isn't paying for them out of dues/earnings.

When we bought DD's Daisy vest last year, it was really not too bad cost wise. I want to say maybe $15? Since she will get 2 years of use out of it (last year and this year), I don't think thats too bad. I know that most GS councils do have scholarship funds to help girls cover the cost if there is a financial need though, so if you are having money problems that may be an option.

For lower income families, all GS uniforms can be bought thru the Juliette Low fund. Check with your leader, she should know the details. I used it once for one of the girls in my troop. I bought all of the petals and badges for the vests/sashes and once we had an established fund (with cookie sales) I bought those as well.
