I can't remember for sure but I think we had to use a snack credit for fries.

The french fries are considered a snack credit with the QS dining plan and the regular dining plan, not sure about the deluxe dining plan. Also, I do not know the policy to use credits for the combo meals. Great burgers and nice QS option in Disney Springs, especially like that the food is delivered to the table for you.
