D-Luxe Burger Question

Is D-Luxe Burger on the Disney Dining Plan and if so, do you get a burger and fries and drink?
I've read conflicting information from multiple locations and wanted to verify.
We paid out of pocket on our last trip as we did not have the dining plan but hoping it qualifies. The Southern Burger was amazing.

The changes in the QS meal are probably the cause of the conflicting information. LAST year, you could have gotten burger, fries, and drink. BUT THIS year you only get the burger and a drink. You can get the fries as a snack credit, though.

The shake has never been allowed as your drink at D-Luxe, but I suspect it's a possibility in 2018 when the specialty drinks and alcoholic drinks are added to the dining plans. LAST year, you could get the float, but I don't know if they're still allowing it now or not. No one has come along and said either way.
