Yes. Just be sure to check in at the restaurant on time.

After dining, guests without party tickets are expected to directly exit MK.

Yes, you can eat there with an ADR any time up to a few minutes before 7. When you are done, however, you will be escorted directly out of the park by Cast Members.

Be sure to do all your shopping before dinner and any bathroom stop before leaving CRT. When you are finished dining a castmember might escort you to the park exit and you will not be able to make any stops along the way.
