Crowd calender in oct

We're about ready to make reservations so I was double checking our dates on touringplans.com. We were planning mon 10/18 to friday 10/23 but the calendar is showing that monday is supposed to be busier than saturday but saturday is a blackout day for passes. I thought that the passes were blacked out on days that are expected to be busy so the lower crowds is confusing me. Does anyone know why this is? Is a touringplans rating of 5 all that much busier than a 3? Are they fairly accurate ratings?

Utah Education Association Convention is going on that weekend. I think it is supposed to have a pretty big impact on crowd levels from the 16th to the 20th.
