Creating "frames" on pictures

I have seen many photos online where the appearance of the picture has been enhanced by a "frame" effect.

Do any of you guys do this regularly? If so, do you just use Photoshop, or do you use specialised software to do it for you? And if you use software, what package?

I use Corel's Paint Shop Pro Photo X2, it has frames included with the package, and you can find many more online to download for free.. I also have created some of my own using the add borders function..
 

You can do it (and other edits and decorations) fairly simply on Photobucket now.
 
If you google photoshop frames you will get a lot of hits, both tutorials and products you can purchase.

On another photo board I frequent, a guy has written a pretty popular script that will do all sorts of frames. You could probably write your own scripts to do many of the same things, but it would take many hours of work. Or you can buy it from him for only $9. I haven't gotten around to buying it yet, but I probably will. I comes highly recommended.

i use photoshop elements to do it .they have a bunch of premade frame effects.... if you want a simple frame you just need a program you can use to resize the canvas of the photo( under image in ps elements) to the size you want and pick the color of the frame you want. you can add pinstripes as well. first you put like 1-3 px choice in one color then add the next border and so on. you can also get tons of free frames( and other stuff) from places like about.com elements webpages. . basic mat/frame with pinstripes if this is what you mean you make by adding borders via the canvas resize..
