Creating a Game

So in your own room you are supposed to make a game, right? How do you do this? I mean, I am normally a very creative person, but some of the games I have played in other rooms seem so out there I would never think of something like that as a game....is that all you do? Just make up something that will work as a game, but isn't really one?
