CR 15th Floor Observation Deck: Accessible during daytime?

Is the 15th floor observation deck accessible during the daytime, or only when the CG is open (and then, only to paying customers)?

I would like to get up there during the daytime to take some pictures of the MK - if the staff is busy readying the CG during the morning, would they allow me to go outside on the deck for a few moments?

Don't know about the daytime, but my Passporter Update (just rec'd yesterday) said that they're reopened the 15th floor deck to everyone. I hope to put it to use between 10/4 and 10/11. Melanie

Pretty sure that you can go up during the daytime as well - and even if you can't access the one through the restaurant - if you turn left coming out of the elevators, and head towards the rest rooms, not the restaurant - there is a second area - and no one will be in the other side to block your views. We've gone out there many times.

I tried to go up there in July in the morning (it was around 10am) to get some pictures of DH and DS parasailing. The elevator button would not work for the 15th floor. I decided to go up to the 11th floor and take pictures from the fire escape, instead.
I figured that there must not be any staff there in the morning and that is why access is not permitted. (I didn't get a chance to check for an afternoon time, so maybe it opens sometime in the afternoon....)
