Cowboy cookout is in park, so character meal is for lunch? Do we just pop in adn characters are there at any time?

yes, its lunch only from just before noon until around 3pm, counter service. So you pay as you go in, and the characters are there between those times.

Or, its also open for the character tea party from 4.30pm to 6pm. Again, you pay as you go in, and the characters are there at those times.

At all other times, as far as I can tell, Cowboy Cookout is not open.

There's somebody at the entrance when you go inside and she was checking peoples names like in other restaurants. You pay there and after go and get your food

It's a kind of c/s still as before but with characters and at certain times they seat you (maybe all the time in fact ) like in the t/s and buffet restaurants
