Counter Service/Quick Service Question...

First of all is it the same thing? I noticed on the plan it states "counter service meals" and on the WDW website restaurant page, it gives a search choice for "Quick Service".

And second, do I need reservations for that too??? Something is going on in February and all the resorts are booked the week I'm going. (10-15) I want to be sure we don't have to wait too long since I have a toddler.

Yes they both mean the same thing.

No you dont need reservations for your counter service. I would however recommend doing your meals around 11:30. It is not usually as busy at that time. We were there isn August and typically at that time and we noticed that around 12:00 it really started getting busy and people were having a hard time finding tables.
