Could someone help me with a Dining Plan question

In the Disney published information about the Dining Plan, Disney list the following things that are available for table service meals:

Appetizer (Guests ages 3-9 only)
Entree
Dessert
Non-alcoholic beverage

Does this mean what it says? Only children between 3-9 can order an appetizer, or does it mean that children can only order from the appetizer list? We've never used the Dining Plan, though are thinking about it during our next trip. Can anyone help me here? Thanks in advance.
 
I think some of the kids menu meals come with an appetizer (not from the adult menu) i.e. a salad or soup
 
Children 3-9 on the dining plan can order only from the children's menus. Most, if not all of the children's meals are presented as three "courses," meaning they get three items with their meal. The first is usually something like a small salad, raw vegetables or a cup of chicken soup. Children may not order appetizers off the adult menu on either plan.

Adults get appetizers included only on the deluxe dining plan, not on the basic plan.
