Could one just pay off the remaining amount due instead of purchasing resale???

I see so many posts here of people who would like to get rid of their memberships due to financial hardship. I was wondering could on pay off what they owe and can they just transfer their membership over to me or does it have to go through resale and ROFR?

It has to go to Disney for ROFR.

All transfers go through ROFR but if someone were to actually "give" you their contract rather than sell it to you that would automatically pass ROFR. Disney's ROFR right is to exercise it if there is a sale and giving is not a sale but it still needs to go through ROFR to assure waiver of right has been recorded in public records preventing any disputes later. A sale that has as its price that the buyer will just pay the amount still owed on the seller's loan is one that likely faces a high risk of Disney exercising ROFR if that renders the price per point low.
