Costues on Halloween

I know guests can't wear Disney character costumes on the day of halloween, but can they wear other costumes? Such as superheroes and things of that nature.
 
The normal park rules are that adults (which Disney defines as 10 and older) may not wear costumes of any kind in the parks, and children may wear costumes. That applies to both Disney and non-Disney costumes. During Micky's Not-So-Scary Halloween Party, the rules are relaxed, allowing adults to wear costumes as well. There is no specific prohibition against wearing Disney costumes except that the rules say if you are in a Disney costume, you may not pose for pictures with park guests. In other words, they don't want you pretending to be the real, official Mickey Mouse.

You can not, even on Halloween, pretend or in any way make guests think, you are the real character. That is when they'll get their panties in a twist

Are you sure? The Disney web site is pretty clear that adult costumes are prohibited except during special events like MNSSHP. See this page:

The website is right about as often as a phone CM or bus driver are
I am positive I have seen adults in Disney character costumes on days that were not Halloween party days.
Now, a militant CM could stop someone anytime they wanted to but typically, as long as the guest never tries to pull themselves off as the character they let them go

This indicates that an adult cannot enter costumed as a Disney Character, not that an adult cannot wear a costume.

That's what the website says.

The reality is that, unless you pose for photos or try to pass yourself off as the actual character (i.e. the girl who was ejected from Epcot for taking photos with other guests while wearing a Tinkerbell costume), they'll look the other way.
 
As others have said, technically adults are not allowed to dress up in costume at the theme parks outside of special events. That being said, it's up to the discretion of the CMs at the gate whether or not they're going to allow someone in costume into the park. So, if you get a CM that is really sticky about the rules and are dressed up in a costume, you could be denied entrance. I have noticed a large in crease in guests that are Disney Bounding, but not many that come to the parks in full costume on a non-special event day.

In terms of the 24-hour days, those were special occasions, where guests were allowed (and in some cases encouraged) to dress up. For example, this year, MK active encouraged guests to dress up and show off their "Disney Side", but guests attending DL's 24-hour day were reminded that costumes are not permitted for guests over 9 years old.
