Costco Travel - Premium Character Dining

I just got my Costco Travel package. I noticed my premium character dining vouchers say that they are only valid for Ariel's or Goofy. Has anyone tried to use it elsewhere? ...like at PPH's Surf's Up character breakfast? That's where I have reservations for...

Unless they have recently changed you can use them on any Disney property at their face value of $45 each.

I called Disney dining. The CM told me that my Costco package included the price for premium character dining but that I can use them at any character dining (and I won't get any change back if I decide to not to Ariels or Goofys).
